Despite  a national debate and intervention of the Supreme Court that the political parties should refrain from fielding candidates with criminal cases pending against them the major parties are still giving tickets to such people who are facing serious criminal charges.

The National Parties, BJP and Congress announced the lists of candidates for Madhya Pradesh Assembly Election. A total of 171 candidates were fielded by the Congress in the two lists declared on 3rd – 4th November 2018. Out of these, 99 candidates had contested (including the 50 sitting MLAs) assembly elections in 2013.

Similarly, a total of 177 candidates have been announced by the BJP in Madhya Pradesh on 2nd November, 2018. Out of these, 125 candidates had contested (including the 96 sitting MLAs) assembly elections in 2013.

Association for Democratic Reforms (ADR) and Madhya Pradesh Election Watch analyzed the affidavits of these candidates submitted by them during the previous elections.

The latest information regarding assets as well as criminal charges if any, would be available once the candidates file their affidavits for 2018 Madhya Pradesh Assembly Elections.

The BJP has fielded 28 candidates with criminal cases including 18 with serious cases. Of the total BJP candidates 89 are crorepatis. Of the Congress’s 171 candidates, 41 are facing criminal cases and 27 serious cases. The number of crorepati Congress candidates in 71. (see the table)

ADR, the election watch dog has recommended that the political parties should refrain from giving tickets to candidates with a serious criminal background.  The political parties should take a stand against misuse of money power, bribing of voters and distribution of freebies. Further, the political parties should move towards transparency and disclose the criteria for selection of candidates during elections.

It also recommended that the media and Civil Society should observe whether the Political Parties are publicizing the criminal cases of the contesting candidates as directed by the Supreme Court and the Election Commission of India in Sep-Oct 2018.
